a baltimore woman says the city's lead abatement programs bear to the bower of her sons from further problems and sperr 1/3 sun from worse issues. >> the whole house had led. one of my sons was eating the lead paint. >> she said she moved from a house with lead paint in the hundred block of eighth avenue where lead paint had been removed. she worries about other families now that the housing and urban development department yanked nearly $400 million in funding. >> lead can affect a child's mental state, every thing. >> she blames the loss on baltimore city's mismanagement of the funds. the city claims despite drought -- despite tremendous success of the years, longstanding issues remain. it is a distressing blow to a program that many across the

nation respected. >> it is indicative of how much we value children. easy to manage if you are keeping the eye on the ball. with the goal of how much you care about the outcome for kids. >> the city was supposed to handle 364 houses, but only managed to fix 292. >> to go through and find 364 houses with lead in baltimore city is not a difficult task. >> hud monitor the way the city maintain records and also connected site visits along 10th street and other locations. the city did not routinely collect income eligibility from families. grant money was used for unauthorized work. there was no consistency in documenting credentials of lead abatement contractors and one country -- one company owning a number of properties was also contacted for lead abatement work.

a spokesman for mayor stephanie rawlings-blake says she is disappointed and calls what has happened clearly unacceptable. the city health department claims in april 2010 it realized it could not reach its goal and requested a six month extension. it added measures to enhance oversight, but hud denied the extension. for this mother, the funding loss is disappointing. >> they're helping us and helping our children to succeed in life. >> the city hopes to have a lead abatement program to the housing and development program by april 1. the plan to apply for another gramm later this year. >> barry, thank you. the federal government will not shut down friday, but it will be smaller. the house passed a spending bill that includes $2 billion in cuts. steve immelt -- steve handelsman has more on how they plan to keep the government running for two more weeks.

>> and representatives from local 1923 tell me they will be holding a rally here on the social security complex grounds tomorrow afternoon some time to reiterate their concerns over this possible federal government shut down. >> thank you. tough economic times has forced a baltimore city school district to offer 700 teachers a buyout. today, the offers were put in the mail. it is all part of a plan to save as much as $15 million. tim tooten has more. >> some are calling this a good deal for teachers with at least 10 years on the job, and especially for those who already had plans to retire. school officials said they need at least 300 teachers to accept the offer, but the doors open to as many as 700. those who qualify will get as much as 75% of their current salary, paid monthly, over five years.
